I don't know about 4 QB's but...
'83 had Elway, Marino, and Kelly hitting with Blackledge, Eason, and O'Brien missing
'04 had Eli, Rivers, and Big Ben with JP Losman missing
'16 had Goff, Wentz, and Dak (could've went in 1st if not for off field incident) with Lynch missing.
'12 had Luck/RG3 but RG3 busted and Wilson, Foles, Cousins, and Keenum were available after the first round.
