I think that if the Bears truly wanted him back, they'd sign him.
I think the problem is that they don't know his value on the open market.
If he's only offered one or two year deals at a minimal price, say $8 million per, they'd probably match it.
But if he's offered $12+ million per elsewhere, he probably walks.
To be honest, I don't know how to gauge his value, either. One good year out of 4, especially a contract year, puts added risk to any higher dollar deal.
