He is, but not a big enough upgrade to justify the cost to get him. The Redskins will get a 3rd round compensatory pick, so the trade from their perspective works like this:
Cousins, Fuller, 78th pick for Smith and 2019 3rd round pick (likely 97th overall).
I like Smith more than most and feel he is better than Cousins, but not by that wide of a margin. In fact I would say the gap is close enough that you could reasonably argue its a lateral move. It seems to me they would have been better to keep Cousins and Fuller and not move down 20 spots in the 3rd round.
