They didn't give up 2 1st round picks. They bettered their original pick by 17! That was way better than a simple swap. So in reality, they gave up an additional 1st and a 3rd. But the return is a pro bowler player for the next 10 years.
If he pans out as a top tier QB it's still a gigantic steal. You could give up your next 10 1st round draft picks to draft Aaron Rodgers or Tom Brady and it would easily be worth it. You can always backfill with trades etc.
