If that's Mahomes, he is fitting it in there to Ware with ease. The defenders are all watching Smith, reacting to what he does. All the QB has to do is throw it in that window just to the right of Ware and it is open range. The defense will never be able to react in time.
The scramble drill is the hardest thing to cover in the league, and I would guess almost all defensive backs would concur on that.

If Smith was looking at and prepared to sling it to Ware at that perfect time, sure maybe... but it wasn't until Smith started moving to his right that he could reasonable have seen and hit Ware.. as Ware was not the first or second read. The two options on the far left were.
So by the time Smith is moving right, Ware is open.. however, at that point... Smith is throwing across his body, and praying that the DB at the hash mark and looking... can't get in there.
This is a good example of why KC drafted a guy like Mahomes.
He sure can laser the ball in better than most... and he has the guts (albeit, pro ignorance) to just let it rip. This is why I'd expect a lot of "amazing awesome throws!", but just as many "oh noez! wtf did he think he could do there, we're screwed now!" comments.
