The other strong possibility on Ware is the RILB is free to (and could) drift right to where as the ball arrives.. if the placement is not greatly over top of Ware. If the ball is placed over top of Ware, #25 would have easily been able to break off of his double coverage to handle that.

You are severely overestimating the defenders' abilities to find the man and/or ball on time, with their backs to the receivers. It isn't as easy as just taking off and covering the guy.
If that's Mahomes, he is fitting it in there to Ware with ease. The defenders are all watching Smith, reacting to what he does. All the QB has to do is throw it in that window just to the right of Ware and it is open range. The defense will never be able to react in time.
The scramble drill is the hardest thing to cover in the league, and I would guess almost all defensive backs would concur on that.
