For lack of a better way of putting it, he's penny-wise and pound-foolish.

He's the kind of guy that will leave the pocket to avoid taking a hit only so he can scramble about and end up getting hit anyway.

I don't think he's scared, he's just not very wise in the contact he's willing to take.
