Overall, it's a good, simple hamburger stew.
I'd do a few things different. First, I'd go fewer potatoes, more carrots. Add a bay leaf or two. Onions and garlic should be sauteed, not straight into the slow cooker. It also needs more water, probably 3 c. total.

I have never thought of a hamburger stew.

Always have done it with chopped roast and I like celery and finished with some ****ing peas.
