I agree. All the components are separate everywhere I've been (most of which you can watch them prepare your dish). They have a pile of rice, a pile of onions, piles of assorted veg, etc. You want rice with no green onion? No problem. No peas? No problem.
If they didn't do it that way and offered you the ability to customize, they'd be liable for contamination should someone have an allergy.
Hell, I've been to places that if you tell them you have a peanut allergy, they'll wash all the surfaces, wash the wok, and use a non peanut oil.

I've seen it both ways, some have everything segregated. But a lot have a bowl of assorted veggies, even if meats, sauces and rice are segregated.
Peanut allergies and vegan options are one thing. People asking for no [celery, carrot, peas, onion] ONLY is often different.
