This dude is now the (de facto) head of the company and is still jealous over the immortal stardom those two (Rock/Austin) had 15 yrs ago during wrestling's best era and how he wasn't pushed over until Austin left WWE in 2002, b/c they needed to find a new rival for the Rock and HHH was just coming back from injury.
Now HHH is just being a dick trying to make up for lost time redgardless of what the story line says is these days.

As far as the story goes - I think putting the title on HHH was a fine move. He's going to put Reigns over for good as the face that runs the place at Wrestlemania, I'd imagine.
