No doubt that's some serious pie-in-the-sky. However, Mizzou basketball is
insanely profitable due in large part to the State footing most of the bill for their debt-free arena. They have almost no expenses. In 2008 they were the 12th most valuable college hoops franchise in Forbes:

Now, they are in the 21-25 range with Florida. Florida pays Donovan $3.7m. Obviously their football program makes infinitely more money than Mizzou so they can pay whatever they want but still there's no reason for Mizzou to go cheap.
