I only watched it once before I posted. I thought that it was just trying to get out of the water, and failing. Now i see that it's after something just out of camera view.

That cat is scared/trapped. I think it's trying to escape the location, but can't jump high enough to reach the wall where it entered...

Well, this Video is From Brazil (and me too..), and before “I Yell animal Abuse” the Cat is trying run out the yard, the owners of house see the way the cat uses to enter and out from yard using the tank, so they set a Trap, after the cat enter the yard they removed the cover of tank and Scary and beat the cat, then the is trying scape from the chasers only way possible but the tank is open

My guess is someone is up top, pushing it back down.
