He was throwing a pass, just beyond the LOS, close enough that it was challenged by Smith.

I don't have a problem with the refs enforcing that rule in that situation.

I just have a problem with that panzzyassed rule.

You are not missing anything. When the going gets tough Cutler quits. And in this case he doesn't like playing when it's cold, rainy and windy having already thrown 2 picks. It was clearly the shoulder.

I think people see the head snap and just see it that way.
