I think if you try to do that intentionally it would be a safety.

if you're inside the 20 just knock it hard backwards instead of catching it.

I think the best solution is that if the muff happens inside the 20, the ball has to be returned to the spot of the muff. If the ball is muffed beyond the 20, then it's a touchback. There has to be some kind of bad result to the receiving team.

All we had to do was run the ball heavily and take the occasional shot.
