Considering only a few people know the whole story regarding his first of three permabans, the results aren't surprising. Out of those 57 votes, I wonder how many know the whole story and didn't vote based on false information like "Hootie was banned because he spoke out against the DoTY contest" or by simply looking at some of his posts and not knowing why he was on a short leash, etc.
He was permabanned, he knows it was a bannable offense, and obviously shouldn't have been invited back once, much less twice. He couldn't go a month without calling people out, carrying arguments from thread to thread, and attacking people, after already being permabanned twice & specifically being told to let things go. Phobia explains it here, too. How many of the 57 posts considered all of that? Since most of it is buried in a 1200 post thread, I'm guessing not many.
