I've never been crazy about that because it makes the division rivalry games huge. If you do that I think you should just get rid of the divisions and make conferences.

Because the flip side is the schedule isn't balanced. A team could go 12-5 beating up on the AFC South and get a home game over a team that went 11-6 but had to play the AFC West. That's not always the case but I'd rather reward division champs.

Yeah, they could replace the week 17 game with another bye instead of shortening the season... or do like the NHL and just take a league-wide break after Thanksgiving. Every team gets the first weekend/week of December off, so everyone is on equal footing going into the last month of the season.
