Goodell doesn't make the rules. The Competition Committee makes the rules and the owners vote to pass them. Goodell doesn't decide which teams can move and which teams have to stay in their current cities. That's up to the owners.

Goodell doesn't negotiate TV deals. Goodell doesn't deal with advertising (that's up to the networks).

There is no "drastic drop in popularity". That's complete bullshit. TV ratings are DOWN across the board due to steaming and DVR options along with cord cutters. NFL games are still, by a wide margin, the biggest draw on TV.

Goodell is just the face of the owners. A new face will change nothing.
