Again, Bob Dole doesn't even see this as a significant advantage for the Texas schools. Despite all the rivals talk at sporting events and in most of the fan's minds, there's a surprising amount of cooperation amongst the various university systems in the state, both through funding and through projects that take advantage of the economies of scale in a state of this size.
If academically there's some sort of federal funding advantage to a formal co-op, it would make more sense to set up a structure to compete with the CIC. (Which is ignoring whether there really IS an advatage over the current level of grant funding.)
