The QB either has greatness in him, or he doesn't. He'll either figure it out, or he won't.

I assure you, Tony Dungy didn't "develop" Peyton Manning.

I don't really care. Coaching makes the team, but it rarely can account for deficiencies in the player. Unless you're Jim Harbaugh, the QB that gets drafted is either going to be really good or really terrible.
