The bengals were in the playoffs the majority of the 2000s - 2010s. That is no different than the chiefs who had a 30 year playoff win drought until Alex smith finally beat Houston. That didn’t stop us from selling out arrowhead. But you know what we also did? We sold out stadiums in our off years too.
And buffalo is not a big market. Unlike the bengals their team before josh Allen couldn’t buy a playoff to save their life. Their attendance was strong throughout the 2000s.
There is only one team out of the 3 that consistently had 10k less in attendance when they didn’t have a winning season. It’s not the bills or the chiefs. Not even ONE bad attendance season like that. It was the bengals. Several times. Consistently almost like clockwork.

I'll say it for a 3rd time. Be the Bengals from '91 to 2002, the worst, most pathetic bottom dweller in the NFL with an archaic, spend-thrift owner, THEN come back and talk to me about support.
I don't know about all the other fans, but i was still there, going to games and listening to them on the radio, even through that era, since 1978.
I couldn't give the heat from rubbing two pieces of shit together for anyone else and how they chose to spend their time.
