Tilled underneath the paper, which drains pretty well by itself while blocking the grass from growing up. Worked like a champ for us last year on the other two.

Newsprint. I have big rolls of the stuff, but old newspapers would work. And yes. It’s thin and water soaks through for drainage and is really effective as a weed blocker. ^^ very nice. i started using cardboard a few years back. does a pretty good job. i was working the old beds yesterday. billions upon billions of rollie pollies everywhere. i hate to kill them. but man, its MY garden.
