I think no team has given him an offer he finds to be worthy and I believe he thinks a qb needy team that flops in the draft will counter offer with an offer he finds to be worthy of his skill set.

Or he’s waiting to see if a top QB goes down in the fall and he can come swooping in like a white knight to help save a desperate team.
