Given this criteria, who are the powerhouses in college football? Those numbers are worthless without context compared to other teams.

Oklahoma beat 3 teams over the last 2 years that were over .500 in Big 12 play and those teams were all 5-4. The three teams they lost to were well above .500. Do you consider them a powerhouse?

and the 1 is a team that was in a minor football conference before realignment and has a 33% winning percentage since joining the Big 12-2

15-3 but they only beat 3 teams above .500 in Big 12 play, again all 5-4 teams. The win % of the teams for the 15 wins is on par with the win % of the Mizzou teams (34% to 30%).
