They needed to at least make one of the going for two.

10+8+7+7 = 32, which makes it a FG to tie, assuming Cleveland did not score.

Because if they go 10+7+7+7 = 31. Thus a FG won't tie the game, assuming Cleveland does not score.

And because they didn't make this one, the next two possessions, if they get TD's, they'll now have to go for 2 each try and convert to make it a 3 point game.
