That's why I say 15 yards and replay. On a conventional down and distance (1st and 10, 2nd and long/short, 3rd and long/short) it's probably going to be a first down on yardage for the offense (just like it is with the spot no matter what down it is as the rule is applied currently).

The spot foul on pass interference is to keep defenders from just pulling down receivers if you get beat. If it is just a 15 yard penalty and you grab the jersey, get the 15 yard penalty instead of the big play.
